| Folks, Let's remember that the courts WILL order an election in 2003 after the redistricting should the redistricting create a certain level of change in representation ( I think it is 5 percent), which appears to be unavoidable given the different population shifts within the city. I see this as simply an orderly way to address the issue before the common law takes over. Given that inevitability, why not have legislation? Bert Black King Field |
