I am not making any judgements about this story in terms of whether it is factual or not.
I would like to say (IMHO) that the liklihood of Selwin Ortega being able to recieve $25,000 of NRP funds from the MCDA and use $5,000 of it to pay Zach Metoyer would be very difficult. NRP doesn't write any checks. MCDA is the fiscal agent for the program. MCDA doesn't just write a check and forget about it. They require a very detailed scope describing the work to be performed along with a detailed budget. In most cases, MCDA issues the checks on a reimbursement basis and they require receipts. In addition, they require the work to be checked, either by themselves or another service. They don't just assume someone did it. So, while it's always possible for Selwin to use his own money to pay for services rendered, (we already know Brian Herron is paying the price for that) it would be very difficult for him to do it with NRP or MCDA money. Does anyone know what the outcome was of the administrative court hearing on his businesses?
