Under such a scenario, the MCDA would verify that $25K
of work got done, more or less, and pay the bills. 
However, the recipient had allegedly been told that he
had to pay Metoyer a fee for the grant.  That's the
problem - if a grant is made, then the recipient
should receive it in it's entirety, not losing
anything to various "agents" who are supposed to be
unpaid neighborhood volunteers.
