Part of the revenue collected for bicycle licenses, is to maintain a state computer system that helps identify the owner of the bicycle. As stated by someone else, this system can save a life. If a rider has no identification, a police officer can identify the person through the bicyle registration. Don Greeley Mpls. Police Dept.
