Balance the budget with bicycle registration fees?! Could we build in any more disincentive to emission free travel? If you call a bicycle a vehicle instead of a sport, it should be encouraged (perhaps even subsidized) - not actively discouraged. If it is a sport, don't burden enthusiasts with bureaucracy and fees.
I haven't heard any justification for bicycle registration. I would appreciate it if the gentleman that started the thread could elaborate on why his region has bicycle registration or why it is under consideration.
