While I'm torn about the best type of election reform for Minneapolis (instant-runoff voting versus proportional representation), there are ways we can preserve majority rule in Minneapolis while still giving minority voices (or majority-minority voices, depending upon circumstances) their due. (I'm a DFLer by persuasion and profession, for the record.)
We would do well to keep an eye on San Francisco's use of IRV. San Francisco adopted IRV for use in municipal elections just a couple months ago. The results should be promising.
