I also extend sympathy to Eduardo Parra & Mark Bautch for their loss.  They wrote:

However--
At the time this park was proposed, then Park Board Commissioner Dean Zimmerman
pulled out the air the idea to allow dogs off leash on the trail to the lower level
at the river where the dog park begins. The expansion of the original proposal
required that dog owners keep their pets on the trail.  Many of us at the meeting
spoke against this option because we believed that this was not a practicable
solution.  We believed that it would be impossible for most owners to control their
pets in a manner that would keep them confined to the trail. Dogs will be dogs, after
all. The staff recommendation was to have the dog park confined to the lower level in
the flood plain, at the bottom of the cliff.  It was M-ROMP's push that created the
opportunity to allow off leash dogs on the trail, running next to the cliff for a
quarter of a mile.  At this time, it seems the best solution would be to revert to
the original plan, which would protect the native prairie as well.
