        I think it was originally conceived as a pedestrian mall back in the 
early sixties. The businesses supporting the project wanted the easy access a 
step down from the bus afforded. Can't blame them for that. That's the way 
folks got downtown then.
        But that was then. Think what it would be like today to have just two 
bike lanes and a handicap path ( covered moving sidewalk?) with everything 
else for pedestrians and plants. The non-pedestrian area would account for 
less space than a bus and a half. Al Fresco dining and everything else 
associated with a city square would probably emerge. Everything, that is, 
that was obviated from Block E when it was designated "Eagan in the Cities".
        A last possibly bizarre idea to counter the access argument. Those 
"Segwe" scooters. Lots of older folks can walk around just fine for shopping 
and such and they can stand up great. They just don't want to walk eight 
blocks or whatever. Why not rent these scooters for use all over downtown. 
Hell, I'd get one. They look like fun.
