of a new stadium"

Does anyone know why the state will not allow Hennepin County to participate 
in this deal?  It feels like a direct attempt to eliminate Minneapolis from 
the list of possible locations for a stadium.  As a Minneapolis resident, I 
don't feel compelled to shoulder 100% of a financial burden that benefits 
many both inside and outside of the city limits, so I am happy to see how 
our mayor is proceeding.  Just wondering if anyone had a clue as to motive, 
but more importantly, if there is the possibility that this limitation may 
change in the future with a new legislative session.
