Peter McLaughlin set up the task force and appointed
the reps on it, though I believe Brian Herron helped
him with many of the names.  The Healy block strongly
agreed at that time that there is significant
opportunity for improvement over the current design, I
don't think that opinion has changed.

ENUFF isn't about blocking change, it's more about
ensuring that residents who live in neighborhoods
adjacent to the freeway have an opportunity to be
heard; many have been "lost in the dust" of of PAC due
to limited time available for volunteerism, etc.  PAC
as chaired by Craig Anderson and staffed by Tom
Johnson has done a good job of evaluating multiple
alternatives, but the average resident cannot devote
four years to monitor and provide in-put in the
process.  After four years planning, the end result
looks suspiciously like the initial proposal presented
by Tom Johnson at the first meeting.  Some items with
broad reaching consequences have been decided with
little or no input from residents.  Items such as
widening the freeway, or a ramp alternative that
precludes the Nicollet Lake project create an impact
that needs to be carefully considered by residents,
not just a handful of decision makers.  Most residents
are currently completely unaware that such decisions
are being made.

I've seen some of the recommendations for mitigation,
(not all) and many are good.  I think what is missing
in the equation for the neighborhood is options, and
though it can represent an expense, flyering adjacent
areas about proposals can be very effective.
