It isn't illegal to drive slowly or to pull over -- for a few moments, not to park --  to sight-see on any road, except freeways, as far as I know.  We used to call people who did this "Sunday drivers".  Aggravating as it might be to those of us in a hurry to get somewhere, illegal it is not (except on a freeway).  Or am I mistaken?  Of course, it is illegal to wander into oncoming traffic and to weave in and out of your lane, even if you are doing it unintentionally whilst you crane your neck to look at the view.
