borrowing for a new headquarters. (The council already refused to approve
the expenditure, but the Park Board sought its own financing, which the
mayor apparently has veto power over.)

A question: who can attempt to override the veto? Is it the Park Board? The
Council? What's the override percentage?

Also, what was the initial Park Board vote to approve the borrowing. If they
can override, the margin will provide a good indication of whether the
mayor's veto will be upheld.
