While i don't have a firm opinion on the appropriateness of the exact issue at hand (I live in St. paul, where all the parks suck), I do want to speak up in support of the Park Board in at least one aspect.
As, I believe Annie Young wrote earlier, the Park Board played nice and didn't push for their own funding referenda last year and before. They played nice and said they would wait so the Schools and then the Library could put forth their own referenda. Only to be told that they can't do it now, that they have to "tighten their belts" and so on ... There may be the reality of budget constraints now and the park Board may be screwed (again) but they deserve a little credit and maybe a little preference now for being good community members and waiting their turn (only to have the window closed when they got to the front of the line.)
