On thing that has to be kept in mind is if the individual votes and testifies to the fact that the information is correct, he/she has committed a felony if the information is false. If that person ever wants to become a citizen, they will be denied citizenship because of the felony. I would be surprised if any permant non-citizen resident would want to jeopardize the right to ever becoming a citizen.
