If it is legalized, they will not be committing a felony to vote. I thought that would be obvious.

If that person ever wants to become a citizen, they will be denied citizenship because of the felony. I would be surprised if any permanet non-citizen resident would want to jeopardize the right to ever becoming a citizen.
