Clarification re sign removal-
The 10 day provision is contained in state statute and says that if a
municipality regulates by ordinance the size of
signs, the regulations are not in effect from August 1 until 10 days after
the election.

Minneapolis ordinance 543.260 forbids placement of signs on public
right-of-ways, including boulevard trees and utility poles and also
requires that signs be placed 8 feet or more from an adjacent lot. These
provisions are rarely, if ever, enforced.

During my 10 legislative races, I would personally (usually with friends or
family) make an effort to remove all signs the day following the
election. If a candidate has decent records of placement, they can usually
find and remove most of the signs. And most candidates have
time on their hands the day after the election and should be able to
personally participate.
