Actually Jim, there was a transitional shelter for
women with children who had just come out of treatment
in Margarets neighborhood until a few years ago. 

It was moved from 38th and Pleasant to 22nd and
Clinton.  A private music school was deemed to be a
better fit for that building than a woman and
childrens shelter. That is what Whittier people were
told at our meetings on the issue.  

People in Whittier questioned the wisdom of placing a
shelter for women in recovery so near the drug dealing
on Franklin and we also questioned the concentration
issue. It was this project that was the impetus for
Jim Niland to author the quarter mile spacing
requirement legislation.
