I hate to rain on a parade, especially because I love the idea of the art trees, but isn't the disease also spread by the root systems? Some one should find out.
I think a safer way would be to take the tree down, debark the trunk, treat it for rot and water proof the bottom, and then put it back in a hole for the artist to carve. Some mid-west totems would be a cool expression of "our" culture.
