The laws are made in the congress and in the legislature. The institutionalized racism is embedded in those laws, many of which unequally affect people of color. The institutionalized racism doesn't care if a few people make it through the process, in fact, the denial is enhanced by allowing a few through the gate. There are 435 members of the House of Representatives and 100 members of the Senate. How many of them are people of color? Is it anything like proportionate to their numbers in the population? I think not.
I'm not sure of the count in our legislature, but it certainly does not reflect the population of this state to any degree, nor has it ever.

According to the 2000 census, Minneapolis has a white population of 249,186, or 65.13%; the black population is 68,818, or 17.99%. Two out of the thirteen members on our City Council, or 15.38%, are black. The 2.61% difference, IMHO, will be balanced by the racial backgrounds of the ancestors of the white Councilmembers, or is within some margin of error.
That is within your measure of racial equity. Your assertion of institutionalized racism fails when applied to Minneapolis.
