To install plumbing, heating or electrical in Minnesota, the mechanical
contractor must be licensed with the state.  Does anyone know why MPLS (and
St. Paul) have their own licensing requirements beyond the state
requirements?

I have heard conspiracy theories: bribes, pocketed politicians and union
controlled licensing boards.  I am hoping someone can offer a more sensible
reason.  If none is posted, I will consider the conspiracy theories....

This is a huge problem that drives up the cost of housing in Mpls.  I am
amazed it continues without explanation.  Why don't our leaders care?
