Dennis,

There is the problem.  The CCP Safe department are basically incompetant and
should be dissolved.  Then those police officers can be back on the street
doing real police work.

 By the way, rumor has it that that landlord you refer to knowingly rents to
dealers in some of his buildings and takes "part of the action".
