The public sector is NOT the same as the private sector! Nor can it ever be! Public agencies are not "in business"! Public agencies do not have merchandise for sale, they do not manufacture things, they do not have shareholders, they do not get to set their own agendas, they oftentimes are required to provide services for free, the don't get to close an office, stop providing a service, or raise their prices when budgets get tight - they are expected to maintain services no matter what!
Public agencies provide services that the citizenry ask them to provide through their elected representatives. Granted, not every citizen needs, wants, or uses every service provided by public agencies but the services are there for those that need them. FYI, a number of industries, notably financial services like brokerages and banking as well as professional services like law offices and accounting firms also have these same ratios of employee salaries and benefits as a percentage of their budget as does the park board!
