Jeanne Massey: CM Zimmerman, I hope you do not shift your vote. You just spelled out your arguments against it in you post today. The city and county voting on a concept approval this week, prior to completion of the Environmental Review (let alone the fact that a full EIA wasn't done), undermines community process as required by law as part of an infrastructure project of this scale and impact. I urge council members and county commissioners to delay any vote of any kind until AFTER the completion of the environmental review process and a full proposal of what the city and county will be asked to contribute towards the project. The City's and County's immediate interest to show support for Allina by voting for the 35W Access Project "concept" should not outweigh their interest to represent all members of the community fairly by hearing and negotiating with all sides during a formal public input process.
