Folks need to realize that an Environmental Assessment Worksheet is done by the people 
pushing the project i.e. the lobbyists and developers. They pay for it and they hire 
the firm that does it. That's why people question the findings of EAW's. The 35W 
access project should be required to do an Environmental Impact Assessment which is 
done usually by government to get a much better handle on what the true "other costs" 
of this project will be.  

Hopefully Dore Mead will weigh in on this issue on the list since she has far more 
experience with this because of her work on 35W. The City Council and the County 
should refuse to allocate any matching funding until the second and more complete 
environmental assessment has been completed. My understanding from talking to several 
legislators is that the pro-35W access folks have been lobby heavily at the capital to 
be exempt for either one of these processes. They should be required to follow through 
with the same steps any other highway project has to complete.

Dean Z and the other 4 city council members are reportedly pushing for  
changes in the mass transit system that would solve the problem of moving people in  
and out of the Lake Street area without the negative environmental impacts of  
the 35W access project, changes to Lake Street, and other plans to increase  
the capacity of major roadways in Minneapolis.
