Hello Minneapolis Folks, I thought the Star Tribune job-performance review of Mayor Rybak first two years was fairly accurate.
Mayor Rybak has done very good work dealing difficult financial issues left for him by the previous administration and council. The change in process with the budget seems to be popular with everyone involved and makes for a more transparent and open dialog about future budgets. He also has been a cheerleader for the city on many issues. They sited several less perfect moments for the mayor in his first two years as his change in position regarding campaign finance (not taking campaign contributions during non elections years), and his critique of some of the activist on the north-side. Both criticisms seemed fair. They also mentioned his lack of support for a phosphorous ban as a failure during his first two years. I am not sure if this is a fair critique of the mayor. The Sierra Club and other organizations made this an election issue in the spring of 2001. Council Members Sandy Colvin Roy, Lisa Goodman, and Lisa McDonald and others helped pass a phosphorous ban prior to the primary. I thought Mayor Sayles Belton also signed it, which is why Mayor Rybak has not passed a similar city ordinance. It was completed prior to him reaching city hall. Can someone else help clarify this??
