If I may throw in a personal perception, in the past 10 years I've lived in Connecticut, Philadelphia, Pittsburgh and Phoenix. The cost of housing, i.e. rents and house prices, has really been the only thing that stands out as being noticeably more expensive than Minneapolis. I could pay less except that I want to live close to the cultural amenities of the city. Even gas doesn't seem to be bad after paying for gas in Pennsylvania. I find both water and electric to be reasonable.
