Why? Because the people that Minneapolis voters elected to the City CouncilWM: To be utterly fair to all the councils over the years, they do rely on the city attorney's office for advice in these matters. Whether or not it's good advice, whether or not they take the advice, I cannot say.
either didn't know or didn't care about the U. S. Constitution. Thankfully,
our Courts do know and do care.
