I don't think we need to be so kind in our assessment of past councils and their actions.
The conversations between the city attorney's and council members likely went like this:


COUNCIL MEMBER "Can we do it?"

CITY ATTORNEY "It's against city code"

COUNCIL MEMBER "But, can we do it?"

CITY ATTORNEY "It's against the law"

COUNCIL MEMBER "But, can we do it?"

CITY ATTORNEY "The opponents are too poor and have day jobs. They won't likely sue us."

COUNCIL MEMBER "Then we can do it!"
