For some time, I have been under the impression that most people in
the United States do not smoke or use tobacco products. I have seen
estimates that 20 to 30% of the population use tobacco products. I assume
the same is true in Minneapolis.
     The basic policy objection that I hear is that BANS and PROHIBITIONS
are undemocratic. The economic objections may be valid for foreign
tourists. Smoking may be more universal in some other countries.
     We have beer and wine bars. We have full service bars. We have dance
clubs. We have nude dancing show clubs. It is reasonable to have smoking
clubs. It is reasonable to have smoking clubs that include a full service
bar. There might even be a place for cigar smokers. Smoking venues are
niche markets.
     Minneapolis should license smoking clubs and the probable varieties
of those clubs. The policy would fit with the existing approach to
regulating but not prohibiting certain vices.
     A consistent state wide policy would be better for tourism.
