I think that comparing crime statistics- one limited time period vs. another
limited time period, provides near worthless information.  Too many
variables at work-- number of cops on the street, budgets, enforcement
policies, state of the economy and job conditions, weather conditions, etc.
Crime trends provide a more important overall view of the situation, while
in-depth analysis of prime variables that may be influencing those trends
may shed additional light on the trend data.
