CN: I'm going use that to jump on a new question:

Should the City of Minneapolis be actively working on
"public health issues," particularly when more
practical city functions are in need of, shall we say,
touching up?  (i.e. police and public safety,
infrastructure, budget balancing, etc.)

Now I know everyone's going to gasp at such a
question, because "public health issues" are so gosh
darn important that even the dogcatcher ought be
formulating policy prescriptions on them.  

Well I would argue that the city need not repeat the
work of other layers of government, and furthermore,
that the city is only effective at a number of things,
like basic services.  It is wasteful and redundant for
the city to be addressing "public health issues,"
particularly when it such a drastic impact on business
and consumption of products/services in our fair city.

P.S. This whole thing kind of reminds me of the
seat-belt law, or the bicycle helmet law, both of
which are ridiculous since they aim to protect
individuals from themselves.  The assumption is that
people are too stupid to take care of themselves, so
they need to be forced by "the state" (or the city in
this case.)  I say let people take their own risks,
provided they are adults and aren't hurting anyone
else.
