Absolutely! The City has done exactly that on 50th Street between France and Lyndale and it is SLICK! Traffic moves along steadily at about 30mph, which is good for the neighborhood, there is ample parking for the businesses and it is much less stressful... no more getting stuck behind someone turning left or suddenly encountering a parked car.
