As a person who has worked with youth for the better part of ten years or more. I can truly say that yes, there are people in the city who buy drugs, but yes, there are more kids that drive in from Ws, and other areas like the burbs to buy their drugs. If you only knew the many different parents from these areas that I have spoke with about the children, buying drugs in the city, "North Minneapolis." It would truly shock you.
Yes, the drug dealer on the corner wants all the money, but the ones who drive in from burbs, bring in much more cash, and if they have to hock something, it's much more valuable then someone, who can only get to target, and steal some worthless things that you can just buy yourself. The dealers are no dummy, they are savvy, and know who has the money, to buy weight, not just a nickel bag or two. BTW, it's not just the young folks coming in from the burbs, it the older ones as well. When you work in the field that I do, this is not uncommon, and you do see it all the time, year, after year, after year. Only the faces change.
