the problem isn't at the state level.  the problem is the city of minneapolis
has a problem with prioritizing it's spending.  there is plenty of money in the
budget to fully fund police and fire, as pointed out by numerous people on the
list.  the city seems to want to spend it on a bloated communications budget
and other things that are nice to have but are not necessary services.

the DFL did not win those seats running on bread and butter issues.  The DFL
did a better job spending entenza'a money on attack ads and getting out the
vote, but that discussion is off topic.
