For people who have not read it, Doug Grow wrote today about a man
punched in the face in a road rage incident.  Part of Mr. Grow's
article was about how the Minneapolis police officer didn't get out of
his car, didn't take the man to the hospital, didn't interview any
witnesses, and left after ten minutes.  

I am a police officer and a Minneapolis resident.  I think it is
important that the Minneapolis residents understand that the Police
Department is substantially below the staffing that it needs by
15-20%. That police officer probably had a list of at least 20 calls
that he or she needed to respond to.  So what appears from the outside
to be uncaring really is a result of not providing the Police
Department the resources it needs to meet the needs of its citizens. I
think that Mr Grow needs to focus in his article on the problem, not
the symptom.
