Ordinances pretty much last forever until someone comes along and changes them.
The ordinance I have here in my trusty "paw" (an old version of the book
which has been updated so I may not have the right page #).
Some people would claim political signs are littering the boulevards...
But the ordinance is PB2-05; Littering
No person shall throw, deposit, place or leave in any park or parkway or
waters therein, any paper, rubbish, waste, cans, bottles or refuse of any
kind, whether or not the same is offensive to the senses or is injurious to
health, except in the receptacles therein provided for waste. (Code 1960,
as amended).
I also plan to check with staff on making sure I have the correct ordinance
and that boulevards are included in this reference.

How do we learn who is right? And in either case, what are the terms of
the easements?

What are the terms of these ordinances?
