The specific GPO setting that should be disabled is "Configure Automatic 
Updates".  Jason has a good post I like to refer to that covers it and includes 
why he, myself, and many others recommend disabling it.

The dropdown allows you to delay and get a reminder in up to 4 hours.  Anyone 
know why this would pop up, in addition to the normal Software Center
