I just wanted to say, that I heard from this kind of game before.
I remember that I read something about such a game in the magazine
ASM (Aktueller Software Markt). This maga was published from about 1985
till 1993 I think. An somewhere in an issue between 1986-1989 I have read
something about a game called "Orion" or "Omikron" or similar.
I have searched, but it seems that I cannot find it anymore. This maga was
dedicated to the Homecomputer-Scene (Atari, Amiga, CPC, MSX, C64...).
So I think that you wouldn't find it on PC.
