OK, so the strange orange color corresponding to "bright" black is just
strange behaviour of the 9938 VDP and thus unusable.

You can display a single gfx7 raster line with half the palette colors
(256) and then you only need to display the remaining 256 (16 times 16) 8;)
Is there no time enough to alter a single palette register 512 times on a
single frame???
If you could alter only 1 palette register every raster line you would
achieve 256 colors by using overscan, and you actually can alter a register
more than once every line.
