One thing I forgot concerning that bug report is that Cygwin is
obviously a better comparison for the MinGW-w64/MSYS2 platform than
Debian.  And in Cygwin's case, a search using
<https://cygwin.com/cgi-bin2/package-grep.cgi?grep=pyqtconfig.py&arch=x86_64>
shows that their python3-pyqt4 package contains pyqtconfig.py just
like the Debian case. So mingw-w64-x86_64-python3-pyqt4 should do that
as well.
