I am not sure what it is that you are seeing at $20 but all the low cost
smart cards are coming in fully bonded, printed and personalized for $5
or less.  These are not the ARM-based cards, they usually come in around
$10.  As far as the chips themselves are concerned they come in at
between $1.20 and $1.80 depending on processor, EEPROM and (mainly) RAM
sizes.
