The value announced "Support 10752 bps" is a NOOPT.
It means nothing more than dwDataRate and the minimum rates are 10752
bps.
Furthermore, dwFeatures: 0x00010230

makes very clear that the reader can adapt to rates and frequencies.
And notice this bNumDataRatesSupported: 0
It is very clear that the reader can adapt.

Not in my opinion.
libciid already makes the assumption that if there is no rate matrix, it
will try card speed.
Again all this is a noopt and my fix will not create a regression.
