You can continue to start pcscd at boot if you do not use systemd.
You can configure systemd to start pcscd at boot.
You can configure systemd to start pcscd on demande (default now)

Don't worry, you can still do what you want with pcsc-lite. Maybe I
will write a new blog [1] article about how to configure systemd to
start pcscd at boot.
