You don't have to wait for volunteers; you could recruit, too. You probably know a lot of Mutt people, and a lot of programmers. Do you know people who might be able to build an organization, or keep one going? You could talk to them.
We could all do that. You don't have to say, "want a job?" Just ask around, see what people think of the situation. If a lot of people are talking, something might grow out of that.
Did Michael Elkins[1] build an organization? If so, how, and what happened to it? Did it fade away when he left?
