You remarked about having cache files in /var/tmp and /tmp which are not permanent. The cache files need permanent residence or must be recreated causing delay. This may or may not be part of the delay you experience. I have my mail on a box which I can access from anywhere via ssh and read mail from there, downloading accounts to a single, central location and do not see *delays*. But I do have large mbox files and utilize caches to minimize delays when accessing those files.
