When I was researching ts streams I hit upon vlc's mosaic feature so it definitely sounds like vlc rhw answer. See http://wiki.videolan.org/index.php/Mosaic A vlm script could be launched from mvpmc. The only thing missing is a test or rss streamer that would serve as an alarm.
