Our opinion is that casual users should not need to configure anything but rather that the PDFs should simply work for them. Global PDF options can easily be set for a site if it has its own pdf-server (mw- serve), this could be a solution for *.wikibooks.org also. If random users are unhappy with the layout they always can choose to use the ODF export which gives them formatting superpowers when using OpenOffice and its PDF export.
