A workaround for this that is fairly simple is when the recurring task
or project comes up do this:

1) In the outline view with the recurring task or project selected hit
ctrl-d.  This duplicates the task and all child tasks.
2) Skip the recurrence of the origional task.
3) Remove the recurrence on the duplcated task.  Now you can
manipulate dates without affecting the recurrence.
