Possible reasons I can think of:  (there may be more)
- Parent task is a marked "Hide the branch in To-Do"
- Parent task is a marked "Complete subtasks in order"  and there are
other tasks under this parent, above this one
- Parent task importance and/or urgency is set very low (task would
still appear but very low on list)
- Task is a project, and View chosen in ToDo tab, is one that shows
only the first available action of each project, and there are other
tasks under this parent, above this one
