Thanks very much for the responses!

I checked out all the conditions on Tim's list and none of them
applied, so I played with the filters as Pottster suggested.  I
discovered that the task shows up on the "Available" filter but not
with the "Active" filter.  But it had to do with Dependencies - I had
made the parent task dependent on the sub-task.  When I removed the
dependency, the sub-task begin appearing in the "Active" filter.
